This first resolution was passed by the Democratic Central Committee of New Mexico on Saturday, April 24, 2004:
Resolution:
WHEREAS Direct Recording Electronic (DRE) voting machines of various kinds have been shown to be capable of producing unreliable, unverifiable results,
WHEREAS DRE voting systems with voter-verifiable, printed ballots will be available in the next year,
WHEREAS it would be a waste of funds to buy new systems now,
BE IT RESOLVED that the Democratic Party insist that no new DRE voting machines be purchased until DRE voting systems are available with voter-verifiable, printed ballots.
BE IT RESOLVED that the Democratic Party insist that any new DRE voting machines purchased in the future use voter-verifiable, printed ballots.
The following resolutions were passed by the Democratic Central Committee of Los Alamos County on Thursday, January 27, 2005. They will be presented to the State-wide Committee for a vote in April:
Resolution (Instant Runoff Voting)
WHEREAS, instant runoff voting insures elected officials will be elected by majorities rather than pluralities, and
WHEREAS, instant runoff voting insures citizens can vote for their most favored candidate rather than voting against the perceived worst candidate, thus eliminating possible spoiler candidates,
BE IT RESOLVED that the Democratic Party encourages instant runoff voting in all single-seat elections, and that all voting machines purchased in the future be capable of handling instant runoff voting.
Resolution (Open Source/Computer Code)
WHEREAS, the software used to run voting machines is referred to as source code, and
WHEREAS, source code commonly has errors that create problems with voting machines, and
WHEREAS, source code that is open to public review and error checking is referred to as open source code,
BE IT RESOLVED that the Democratic Party supports the requirement of electronic voting machines to have open source code.
Resolution (Automatic Recount)
WHEREAS, recounts of paper ballots are the only way to learn the true error rates of voting machines, and
WHEREAS, recounts are needed to determine error rates of voting machines in all elections, independent of the results, and
WHEREAS, recounts of paper ballots are a good way to demonstrate the trustworthiness of elections,
BE IT RESOLVED that the Democratic Party supports automatic recounts of paper ballots and machine rechecks in a randomized sample of precincts in each election.
Resolution (Election Day Holiday)
WHEREAS, many precincts have a persistent need for poll workers on election days, and
WHEREAS, an election-day holiday would likely increase the number of potential poll workers available on election days, and
WHEREAS, an election-day holiday would promote higher voter-turnout rates for elections, and
WHEREAS, in 2001 the National Commission on Federal Election Reform, including Jimmy Carter, Gerald Ford, and Bill Richardson, endorsed making election day a holiday,
BE IT RESOLVED that the Democratic Party supports establishing a holiday for federal elections.
